构建素质教育（www.xfhttp.com－雪风网络xfhttp教育网）的基本框架，需要一个较长的历史过程。研究素质教育（www.xfhttp.com－雪风网络xfhttp教育网）主要有以下几方面内涵：第一，素质教育（www.xfhttp.com－雪风网络xfhttp教育网）的教育（www.xfhttp.com－雪风网络xfhttp教育网）思想体系；第二，素质教育（www.xfhttp.com－雪风网络xfhttp教育网）的目标，内容和途径；第三，素质教育（www.xfhttp.com－雪风网络xfhttp教育网）的运行机制，实施素质教育（www.xfhttp.com－雪风网络xfhttp教育网）的操作过程及保障体系；第四，素质教育（www.xfhttp.com－雪风网络xfhttp教育网）的评价体系。这四者是互相联系的，完整的有机系统。因此，在构建素质教育（www.xfhttp.com－雪风网络xfhttp教育网）运行机制中应重点做好以下几方面工作。
１、认真学习，把转变教育（www.xfhttp.com－雪风网络xfhttp教育网）观念的工作做深做细，为素质教育（www.xfhttp.com－雪风网络xfhttp教育网）创造比较和谐宽松的良好环境。
２、对义务教育（www.xfhttp.com－雪风网络xfhttp教育网）办学依法实施标准化管理，高标准、高质量普及九年义务教育（www.xfhttp.com－雪风网络xfhttp教育网）。
３、完善和加强学校的德育工作体系和机制，把教育（www.xfhttp.com－雪风网络xfhttp教育网）学生学会做人做为素质教育（www.xfhttp.com－雪风网络xfhttp教育网）的首要任务。
４、深化课程教材改革，切实落实新课程的教材改革的各项要求。
５、积极推行招生制度的改革构建适应素质教育（www.xfhttp.com－雪风网络xfhttp教育网）的招生考核、制度以及教育（www.xfhttp.com－雪风网络xfhttp教育网）、教学管理的良性循环机制。
６、进一步提高干部和师资队伍素质，要从职前、职后两个方面建设好一支能适应素质教育（www.xfhttp.com－雪风网络xfhttp教育网）需要师资队伍。
７、构建并完善素质教育（www.xfhttp.com－雪风网络xfhttp教育网）的评价体系.教育（www.xfhttp.com－雪风网络xfhttp教育网）评价时办学具有导向,激励、调节、矫正与支撑的功能。变应试教育（www.xfhttp.com－雪风网络xfhttp教育网）为素质教育（www.xfhttp.com－雪风网络xfhttp教育网），首先就必须变革以升学考试成绩做为唯一指标的应试教育（www.xfhttp.com－雪风网络xfhttp教育网）的评价体系。
８、重视推广科研成果和第一线教改经验，不断改进教育（www.xfhttp.com－雪风网络xfhttp教育网）教学的策略和方法。
９、要加强法规建设，要完善执法程序。依法行政，加强管理。市区（县）教育（www.xfhttp.com－雪风网络xfhttp教育网）指导部门要加强督政、督学、推动应试教育（www.xfhttp.com－雪风网络xfhttp教育网）向素质教育（www.xfhttp.com－雪风网络xfhttp教育网）的转轨。
